Cernavoda Reactors 3 and 4. A Bucharest-based firm won the contract for technical consultancy

The association between the companies Teknosec and the Romanian state-owned company Regia Autonoma Tehnologii pentru Energia Nucleară (RATEN) has won the contract for technical consultancy, stage 2, for the construction of units 3 and 4 of the Cernavodă power plant, according to data from the electronic public procurement system.

The value of the contract awarded by Energonuclear SA – the project company for the construction of the two units – is approximately 6 million euros, excluding VAT, below the initial estimated value of almost 8 million euros. Teknosec is the leader of the association.

The main objective of the second stage of the project, called Limited Notice to Proceed (LNTP), is to obtain a highly accurate estimate of the total cost of execution and the implementation schedule.

After completing this phase and re-examining the feasibility based on updated technical and economic indicators, it will be possible to move on to the final investment decision, which will allow the actual start of construction on the ground.

“Teknosec was created to align with the Romanian Ministry of Energy’s initiative to strengthen the local nuclear power supply chain. This will address rising costs and the lack of resources available due to competing global projects.

We will play a key role in providing high-quality nuclear solutions, staffed by Romanian talent with Canadian and global expertise, securing long-term staffing from highly qualified local professionals,” according to its own description.

According to data on the Termene platform, Teknosec SRL, a company established in November 2024, is controlled, through another company, AAJO SRL, by a Canadian citizen, Verma Rajan Kumar.

According to his LinkedIn profile, he is also a director at a Canadian firm, Maya Jessica, “a consulting firm that provides project management, business development, and engineering support services to companies in the nuclear power generation and related fields. Clients include Bruce Power, Laurentis Energy Partners, Kinectrics, SNC-Lavalin Nuclear, Candu Energy Inc., Promation Nuclear, and Hydro One.”

The contract for reactors 3 and 4 at Cernavoda was signed in November 2024 in Baku, on the occasion of COP 29, between Nuclearelectrica, Energonuclear (the project company) and the consortium of the companies Flour, Sargent & Lundy (USA), Atkins Realis (CANDU – Canada) and Ansaldo (Italy),

The two new reactors will mean an additional installed power of over 1,400MW at Cernavoda, an increase in annual energy production in Romania by over 11 million MWh, for at least 30 years of operation.

“Based on the estimated production, Units 3 and 4 will be able to cover the equivalent of today’s annual consumption for over 7 million households in Romania. Once this investment is completed, in 7-8 years, Romania will provide over 30% of its energy needs at the national level only through nuclear energy production. Moreover, our country will have a competitive energy price at regional and European level, which will support the entire Romanian economy and reduce bills for all Romanians. Today’s historic step is also a symbolic one: Romania is now able to carry forward strategic projects conceived 50 years ago and blocked by decades of hesitation, indifference or lack of decision”, said at the time the then Minister of Energy, Sebastian Burduja.
