OMV Petrom and CE Oltenia have started the construction of photovoltaic parks with a total capacity of 550 MW. The electricity produced is estimated to cover the equivalent of the annual consumption of around 410,000 households, contributing to national and European climate objectives. (Estimate based on the average capacity factor for solar energy in Romania and the average electricity consumption per household according to ANRE data.)
OMV Petrom, the largest integrated energy producer in South-Eastern Europe, together with the Oltenia Energy Complex (CE Oltenia), announces that the photovoltaic projects have entered the construction phase.
“With these projects, OMV Petrom reaffirms its commitment to a low-emission energy future, contributing to the climate objectives of Romania and the European Union. We are transforming an area with a tradition in coal-based energy into a center for renewable energy,” said Franck Neel, member of the OMV Petrom Management Board responsible for Gas and Energy.
Located in the towns of Ișalnița, Tismana and Rovinari, the parks will have a total installed capacity of approximately 550 MW.
The four photovoltaic parks are estimated to become operational in 2026.
The total investment value for the four photovoltaic parks is over 400 million euros, of which approximately 70% is provided by the Modernization Fund. The first tranche of this financing, worth approximately 16 million euros, was received in December 2025.
OMV Petrom and CE Oltenia are equal partners in the projects, each holding a 50% stake.
OMV Petrom supports the RenewAcad program in Târgu Jiu, implemented by the Equal Opportunities Foundation with the support of Wind Power Energy, through the RenewAcad training center. As part of the program, over the past two years, over 200 mining technicians have been retrained as solar photovoltaic installers, gaining essential skills for integration into a sustainable economy. This initiative is part of a broader effort that has already trained over 10,000 professionals for Romania’s energy transition.
OMV Petrom is the largest integrated energy producer in South-Eastern Europe, with an annual group-wide crude oil and gas production of approximately 40 million boe in 2024. The Group has a refining capacity of 4.5 million tons per year and operates an 860 MW high-efficiency natural gas power plant. On the retail petroleum products distribution market, the Group is present in Romania and neighboring countries through approximately 780 gas stations, under two brands – OMV and Petrom.
OMV Petrom is a company in which, at the end of 2024, Romanian shareholders hold over 44% of the shares (of which the Romanian state, through the Ministry of Energy, holds 20.7%, and 23.7% are held by pension funds in Romania, to which are added almost 500,000 individual investors and other Romanian entities). OMV Aktiengesellschaft, one of the largest listed industrial companies in Austria, holds 51.2% of OMV Petrom shares, and the remaining 4.5% are held by other foreign investors. Of the total OMV Petrom shares, 28.1% are freely traded on the Bucharest Stock Exchange. OMV Petrom is one of the largest contributors to the state budget, with around 44 billion euros representing taxes, duties and dividends paid between 2005 and 2024. During the same period, the company invested around 20 billion euros.
Since 2007, OMV Petrom has integrated the principles of corporate responsibility into its business strategy. Between 2007 and 2024, the company allocated approximately 190 million euros for the development of communities in Romania, focusing on environmental protection, education, health and local development.
